Friends of Kota Damansara (FoKD) involvement with the PPR flats started in 2006 when FoKD was advocating for the gazettement of the Kota Damansara forest. During this time we normally approach residents of the PPR flats in Kota Damansara to join us whenever we organize any events at the forest.
At about the time when the Selangor State government agreed to gazette the forest, the Residents Association of PPR Flats invited FoKD to come into their community and help them to solve the many problems that they were facing. A Memorandum of Understanding was signed between the PPR Residents Association and FoKD on 16/09/11.
The problems that the residents faced were immense and include frequent lifts break down, broken sewage pipes, unreplaced lightings. drug abuse, vandalism and vehicle theft.
The infrastructure was under the responsibility of MBPJ and in the middle of 2013, the responsibility was passed over to Perumahan Hartanah Selangor Sdn Bhd (PHSSB) a subsidiary of Selangor Lembaga Perumahan dan Hartanah. In both the phases , infrastructure has been a major problem and the neglect of the building has resulted in two children deaths. Both were caused by the children falling through the rusted railings.
The challenges that we faced can be categorized into 2 phases
• Phase 1 – Infrastructure maintenance, working with MBPJ, limited capacity building of the residents
• Phase 2 – Infrastructure maintenance, working with PHSSB/Lembaga Perumahan dan Hartanah, capacity building of residents and the raising up of local leaders.
Apart from infrastructure problems, the residents staying in PPR have very irregular income, there is a worrying number of children who do not attend school, mothers not having enough money to buy milk for their babies, high incidence of diabetic condition, rats, drug usage, dysfunctional families, alcoholism etc.
